Although the casino industry has been operating in Goa for over two decades, there is yet to be a regulatory mechanism or a gaming commissioner to enforce the provisions of the Goa, Daman and Diu Public Gambling Act of 1976. In this context, the state government has created a special inspection team to check on a host of compliance matters.
The move to begin inspections was triggered by the fact that some offshore casino operators have been maintaining carrying capacity of offshore gambling vessels that are different from what they stated at the time of licensing, and this is resulting in revenue losses for the government.
The inspection team will reportedly consist of a handful of officials related to taxation, public works, pollution, and policing. The inspections will include both on-shore and off-shore casinos.
