Guam moves to regulate gambling

 

Controversial gambling legislation, known as Bill 19, received unanimous support from legislators and has been passed to Governor Eddie Caldo to be signed into law.  The move to regulate gambling aims to raise revenue for the Guam Memorial Hospital and other government agencies.  However, there is still some debate as to whether all forms of gambling will continue on a permanent basis. Last week, the governor’s legal counsel said the bill will not legalize casino gambling, poker machines and slot machines in Guam but would instead tax existing legal forms of gambling.
